What actually costs
Lodging is strikingly flat. Our measurements give €41 a night at entry level and €73 mid-range, a factor of only 1.8. That is the narrowest we track: the same step is 4.1 in Ireland. Dropping one hotel category saves €192 over six nights, against €654 in Dublin.
The flight barely moves either. From London it runs €113 return in November to €193 in August, an €80 spread on seven monthly readings. From most European cities that would be the line to hunt; here it is worth less than a single mid-range hotel night per day of the trip.
The consequence is unusual: there is no big lever. Both levers together are worth €272 on a €1,477 week. In Ireland the hotel decision alone moves €654. A Dubai trip costs roughly what it costs, and the useful planning question is not how to shave it but whether the figure suits you.
The premium tier is the exception. From €73 to €142 a night, the third band is nearly double the second. The distribution is very tight at the bottom and very open at the top: a Dubai trip costs what you choose to spend above mid-range, not below it.

Seasonality
When to go
August stacks both penalties. It is the month of the priciest flight from London, €193 return, and it shares the year's highest mean temperature, 35°C. You pay more for a trip where being outdoors becomes hard in daytime. That configuration is rare: elsewhere the fare peak matches the comfort peak.
November is the best measured compromise. Airfare hits its low at €113 and the mean drops to 25°C, which puts walking back on the table. December follows closely at €118 and 21°C.
Rain is never a criterion. The 1991-2020 normals give 2.3 days of rainfall in January and 0.3 in July. Across the year the country is dry: no date is chosen to avoid water.
Winter is the real season. From November to March, temperatures make walking possible, the old districts and parks become usable, and airfare stays in its low band. It is the window where the country costs least and shows best, which is rarely the case elsewhere.

On the ground
Eating, moving, visiting
Cards work everywhere, and the dirham is rarely handled in cash. When paying or withdrawing, decline the euro conversion the terminal offers: it applies its own rate, worse than your bank's.
The metro serves most of what visitors come for, which explains the small transport line in our measurements. Car rental is not needed for a city stay, and it is not in our figures.
Heat is a budget constraint, not only a climate one. At a 35°C mean in July, days are spent indoors, therefore in paid venues. In winter the same day can happen outdoors and for free: the season changes what you spend, not just what you feel.
English is enough everywhere, with Arabic the official language. No practical barrier to plan for.

Cutting the bill
Going in November rather than August is worth €80 per person on the flight alone, and it buys ten degrees less heat at the same time. The cheapest month is also the most comfortable, which is rare.
Expect little from the hotel line. The entry-to-mid gap is only €32 a night, €192 over six nights: far less rewarding to optimise than in Ireland, where the same decision moves €654.
Avoid the third tier if budget matters. From €73 to €142 a night it is nearly double the previous band: that is where a UAE budget runs away, not at the bottom.
Travel in winter to spend less outdoors. From November to March walking and parks become possible again; in July every day happens in paid venues.
Skip the car. The metro covers most visited sites, and rental is a whole line our measurements do not track.
Decline the euro conversion when paying. The terminal applies its own rate, consistently worse than your bank's.
